The practical consequence is that North Carolina beachfront property owners face a compliance environment based more on voluntary guidance than on enforceable ordinance — which makes incidents like the Topsail Island August 5 disorientation event more likely, not less. The absence of a county lighting ordinance does not mean the biological harm is any less real.
